This is a long term comment, not related to whether or not your daughter should fly.
Our son had a head injury at the age of seven and fractured his skull. When he was 31 he committed suicide and we discovered from letters that he had had sexual difficulties with his girlfriend, who eventually left him. She told us that he had never been able to consummate their relationship. Googling 'brain injury' and 'impotence' brought up a mass of research showing that head injury survivors have a high chance of suffering pituitary damage - it's about one person in five - which may or may not show immediately, in fact may appear decades later. The symptoms of pituitary damage can include loss of libido, failure to have periods in a girl, erectile dysfunction in men, loss of fertility, depression, weight problems. We also found that if you have a head injury you are four times more likely to commit suicide than other people.
I am so sorry to worry you with all this when you must already be very worried. But fore-warned is fore-armed (pituitary problems can be treated with hormones) and if somebody had told us this worrying information 25 years ago, I think our son would still be alive.

Yes, there is no contraindication to air travel following head injury and skull fracture if the patient is stable. However, please discuss with her treating doctors once.
