Yeast Infection or other infection?

I have some questions to ask you:

1) Vertical Line Rash
* Feb 12th, had sex w/ a girl.  Condom had rode up 40% up on penis.
* 3 days after, had itchy & burning sensation in inner thighs, near genitals, & lower abdomen.
* 6 days after, I saw a red, vertical-line rash on the crease between thighs & genitals.  Itching & burning STOPPED after two weeks, but vertical line rash remained.
* 30 – 40 days after, my doctor gave me Hydro Cortisone Cream and then after that Protopic (tacrolimus ointment).   Both made itching/burning & rash WORSE.  
* new doctor said this was Jock Itch or Fungal/Yeast Infection.  Prescribed Antifungal cream (Lamisil and Oxistat), which I used.  Itching/burning went away after few days.  I still use Oxistat cream & anti-fungal powder now which I think is helping to remove the rash slowly.
* 9 weeks after, blood/urine tested for common STDs, was NEGATIVE. (Incl: Chlamydia, Hepatitis B/C, Gonorrhea, Herpes I, II, HIV, Syphilis)
* 13 weeks after was tested for Herpes I /II, was NEGATIVE.

2) Pain penis head & line
* 13.5 weeks after, had severe pain near penis head & also 1” below penis tip (on the side facing the floor while standing).  While walking penis rubbing against my boxers caused tremendous pain!  If I just sat still, then no pain.  This lasted probably for 4 days.
* But now, 15 wks after, there is new pain in different area, just under my penis head sort of on the bottom side.
* A few days ago, small vertical line (pink color) about 1/4 inch long on penis tip near opening that appeared.  It’s sensitive to touch but not severe pain as I experienced a few weeks ago.  It’s as if a small skinny worm under my skin.  I’ve been under a HUGE amount of STRESS the last 3 weeks at work in case that plays a part.

A) Could a yeast infection cause these symptoms?  What do you think this is?
B) What is the max time to wait before a common STD shows up in blood/urine test?
C) What kind of doctor should I see?

I'm glad to hear that you said this doesn't sound like an STD.  So you recommend for both the rash between my thigh/genitals and the pain/sensitivity at the tip of my penis I should see a dermatologist not a urologist, right?

Can a dermatologist take a culture of the rash and at the tip of my penis to do a test for a yeast infection or other possible causes?

It sounds as though the second diagnosis, that of a cutaneous fungal infection, was the right one. I don’t see your symptoms as related to a standard sexually transmitted infection. The penile pain/sensitivity. is also not typical of an STI. Certainly it does seem to be taking a long time to resolve your initial problem and that plus your more recent symptoms and findings lead me to suggest that see a dermatologist.
As regards the timing for an STI to be detectable by a blood test (and I am thinking here of AIDS/herpes/syphylis), by three months there should be a change, depending upon the test chosen.
