weight loss plateau

I've been training for years and my weight has been up and down. I am very uneasy about food and how i eat even though i only eat about 1200-1400 calories a day. I have a block against carbs and i reduce them where I can, I know this is a problem.

I'm 5 ft 9 about 67 kgs 21yr old female, i train 5 days a week and i am a uni student and work part time as a receptionist.
I train 2 weight days, 2 -4 HIIT/crossfit days. My heart rate is about 45-55 and bp is 100/70.
I have managed to drop to 66 kgs but i fluctuate so much. to even about 69 kgs. I am still trying to lose weight. (everyone says i don't have to ) but i want to. I want to drop body fat and i have been like this for about 2 months.

I do suffer from PCOS.

I am tire of training so hard and getting no more results. I am strong and fit but not where i want to be. I don't take supplements, would protein powder be an option?
This is a break down of my diet and training
pre training
apple and 1 table spoon of peanut butter
post
rolled oats and soy milk/ mixed berries and a teaspoon of honey
lunch
1/2 a cup of brown rice, 1/2 a cup of mixed veg and about 120grams of tuna./chicken
snack
apple and 1 oz of almonds
dinner 120-140 grams of meat steak/fish/chicken and 1 cup of mixed veg
late night is usually  a handle full of almonds or peanut butter or soy milk.

By morning I am starving
weight days are traditional weight training
HIIT days are something like

10/9/8/7/6 etc reps of
burpees
push ups
pull ups
mountain climbers
split jumps
200 m row.

I've struggled with my eating for ages and I have no idea where I am going wrong.

Do you have any ideas? I know this is a very individual question but I am truly stuck

Thanks for the feedback, I think I don't think I'm eating enough to sustain my energy levels. I do want to lose weight whether i'm health for my height or not. I was healthy at 63kgs at my height, maybe not as fit but a lot more comfortable in my skin. So i feel a balance of being the comfortable weight and fit would be good for me.

I have suffered from eating disorders in the past so this is me treating my body the way it is meant to be. A well oiled machine. At the moment it isn't running that way.

There is some data to suggest that whey protein after weight lifting can be helpful.  To be honest, your weight may very well be appropriate for your height, particularly depending on your build.  The ultimate goal is definitely good health rather than a number.
