Microdermabrasion would probably help. I had this done once and it makes the skin quite smooth by scrubbing away a layer of skin. You can buy over-the-counter microdermabrasion products but I've tried them and they are no where near as good, and actually seemed to irritate more because they are very harsh. If you get it done professionally, they use very fine crystals and do it in such a way that it doesn't (or shouldn't) irritate the skin.
Another option that I find works quite well (for arm bumps, or whiteheads, blackheads, or acne anywhere on the body including face) is a combination of an alpha-hydroxy cream and benzoyl peroxide cream (2.5%, not the 5%). I consider this like my miracle cream. I somehow stumbled across this combination and it is fantastic. I literally have not had a zit since I started doing this. Benzoyl peroxide is an acne medication that oxidizes the pore so it really cleans out dirt...it works for those closed comedones (the whiteheads, chicken skin bumps etc.) that we sometimes get on our arms as well. The thing is that you have to use it with an alpha-hydroxy cream (neutrogena makes one, and I'm sure other brands do too..) because this removes the dead skin so there is nothing blocking the acne medication in the benzoyl peroxide from getting into the pore. The alpha-hydroxy cream is also a moisturizer and gets rid of flakiness.
I just put a blob of both products in my hand (about two parts alpha-hydroxy and one part benzoyl peroxide), mix them together and apply.
I also use this on the bikini area to prevent ingrown hairs which I used to get really bad.
