sun exposure and bumps

hello, i have been suffering for over 15 years with the same problem.  every spring, i get periodic (every week or so) break-outs on my chin mostly, but it spreads to my cheeks and sometimes (rarely) my forehead.  I get these small bumps, and they develop into small, white blister type bumps that pop easily and then the area is just red.  they usually are in clusters, and there is a lot of redness and irratation (sometimes mildly itchy).  the whole thing clears up in a few days, and then comes back again in a week or two, and that goes on until september or october.  i really avoid the sun, so i can't say it is from sun exposure, sun block or anything like that.  I have been to the derm lots over the years, but all rx does not work...  makes me crazy!  please help!
