my daughter had something similar, she went to a dermatologist. He said she had what is called gutate psoriasis, related to a form of arthritis. the rash can come on with just a sore throat of a fever that is related to strep.
Her rash lasted about 1 yr and comes back in a lesser form every time she grts a fever. My son also has the same thing

This could be an allergic reaction to some unknown substance or dermatitis or viral fever associated rash.
Is she adequately immunised for her age? Have viral infections been ruled out?
You need to wash the areas several times with fresh water. Do not use any cosmetic products on his face and use a medicated sunscreen whenever you take her out.
Apply calamine lotion at the site of the lesions and see if it helps.
It would be advisable to consult a skin specialist or pediatrician for her symptoms and a proper clinical examination.
