breasts are lumpy. Teenagers get lumps. Women of all ages get lumps. Many things other than cancer cause lumps. In teenagers, it might be a fibroadenoma, a harmless tumor. After teenage, it might be fibrocystic changes, cysts, dysplasia, etc. After menopause, a new lump has a bit more likelihood of being serious. Any new lump needs evaluation. Most turn out to be ok.

Dear skayucf:  Women can find lumps in their breasts at any age.  Breasts can feel lumpy from development on.  If you are asking at what age women can develop breast cancer - late teens is the earliest I have ever heard of but the average age for developing breast cancer is probably in the late 50's.  Of course, breast cancer can occur in the absence of feeling a lump.
