Can two hardened lumps under my chin and tongue pain be cancer?

I am a 18 year old male and have been healthy so far. I noticed there were two hard pea size lumps located 1 inch directly under my chin. The two lumps are painless but they can't be moved. The are right next to each other and seem to be in the submental region. I also noticed recently that the base of my tongue hurts when I strain my tongue or push it hard. What could this be?
