4 yr old development

My wife and I have two younger boys, 4 1/2 yr old and 20 month old.  My 4 yr old during bath time has started to try to touch his younger brother's private parts.  We have talked with him about not touching others private parts but he continues.  He actually tries to be sneaky about doing the touching while my wife is finishing the baths, so I know he understands he is not supposed to do this action.  He continues to tell us that he doesn't know why but he wants to his brother.
How concerned should we be about this behavior?  Is this normal?

Continue to set a firm limit on this, and stop the practice of having them bathe together. You are inviting a problem by doing this.

Don't have them take baths together. This happened to my girls and I just stopeed bathing them together. At that age, it is not worth making an issue.
