First he is only a 5 year old boy. They are not known for their communication and attentive skills.
Second, he was legally blind! that's gotta influence all of his actions. That is not something that you just get cured of and then its back to normal. There is a ton of learned behavior built up during that process that has to slowly be unlearned. Hopefully his doctors clued you in on this.
There is also probably a lot of social skills that he missed due to his eyesight. That has to be taught him.
And yes, I do think that it would be worth it to get some professional help for him. What he has been through is unusual. You don't want to do this in a trial and error fashion. The doctor that did the surgery may have some ideas for additional help since he obviously has dealt with similar cases. Best wishes.
Maybe you should take him to a doctor. Then maybe you should ask if you can get him to see an SLP. They might be able to help you.
It does sound as if he needs to see the doctor and find out if anything is going on, he say's unrelated things back to you, is his hearing okay ? Many children do not greet others with a Hi or Hello sometimes they are shy, so I shouldn't bother with that one .same with Disney land , some children do not jump up and down , he sounds like he is a low key child . Could your expectations be high, first speak to the Doctor make sure nothing else is going on .Good luck
