My three yr old twins r out of controll i need help!

I'm   a Mother of a set of twins. One a boy and the other one is a girl. They don't listen to any thing I say or tell them to do. I don't get much help from my husband nor the in-laws. I live away from my family and they are the only ones who try to help me. My twins fright non- stop, talk back, ect.. I'm at my wits end. If  i told them it's bed time they wait til i leave and get out of bed and start playin and they don't fell asleep til 3am everynight. If the one has a toy and there playing with it the other one goes and takes it. Then when i put them on time out or in a corner they keep getting off or leave the corner. They both talk back and throw tantrams. They can't stay interrested in anything. Oh yea, they where potty train and now I back where i started from. I know we had alot going on lately, but it's been like this for 2yrs now. So PLEASE if you can help me?

Are you and your husband together?  If so, unless you are both 'on the same page' this will not improve. And if you are apart, unless there is more consistency between home environments the situation will not improve. As is often the case with the behavior of young children, it's not the children who need the help, it's the parents.

My help me with punishment to my husband and his parent don't correct them. They let the twins do what ever they want. They still treat them like there babies.

You likely cannot manage this alone because your jurisdiction over the girls has been lost. What do you mean when you mention that you do not receive help from your husband or in-laws. What sort of help can your family offer?
