My ankles and feet are constantly swelling. My doctor took blood and the result were nothing is wrong with my kidneys or anything like that.
Do you have any idea what other test I can do to find out why they are constantly swollen when I have them hanging down for a while or standing on them.

Your kidneys are not fuctioning well.
Everyday, press the (kidney point) centre point of the palm of both your  hands 40 times with the thumb.You will feel a sharp pain, when you press the kidney point, and when the  pain starts to reduce, your kidneys are recovering.
Also do this kapalbhati pranayam for 30 minutes, twice a day.Let me know when you start to feel the benefit. Allow weeks as this works gradually.
Build up your timing gradually.If you feel tired or dizzy, stop and resume after one minute.
Kapalbhati pranayam -(Do it before eating) Push air forcefully out through the nose about once per second. Stomach will itself go in(contract in). The breathing in(through the nose) will happen automatically. Establish a rhythm and do for 20 to 30 minutes twice a day. Children under 15 years – do 5 to 10 minutes twice a day.
Not for pregnant women. Seriously ill people do it gently.
