What really gets me about this story is with everything going on in this country is this REALLY all these repubs have to worry about? I think women everywhere should fight this and show those nipples, lol

Rep. Rayne Brown, North Carolina State Republican, Introduces Bill Criminalizing Nipple Exposure

The Huffington Post  |  By Meredith Bennett-Smith Posted: 02/15/2013 1:53 pm EST  |

North Carolina state representatives have introduced a bill that would "clarify" state law to specifically prohibit the baring of women's breasts. Women worried about showing too much of their "private area" should use pasties, or perhaps duct tape.

The proposed legislation, House Bill 34, would make it a Class H felony to expose "external organs of sex and of excretion, including the nipple, or any portion of the areola, of the human female breast."

Rep. Rayne Brown (R), who co-sponsored the bill, said that while it may seem frivolous and even funny, "there are communities across this state, there’s local governments across this state, and also local law enforcement for whom this issue is really not a laughing matter," according to WRAL in Raleigh, N.C.

Brown said that she was prompted, in part, by Asheville's second annual topless protest and women's rally this past August. Asheville is around 130 miles from Brown's district, the Associated Press writes.

According to the Asheville Citizen-Times, the event last year drew around a dozen women, who took off their shirts to "promote women's equality."

The AP reports that, depending on the intent of the exposure, women could face up to six months in prison for an errant areola, with "more mundane" exposure resulting in a 30-day sentence. There is an exemption for breastfeeding.

The AP goes on to write that HB 34 would give law enforcement authority to make arrests and would clear up confusion stemming from a 1970 state Court of Appeals ruling, which said the term "private parts," as then specified in state law, did not include breasts.

WRAL writes that Rep. Sarah Stevens (R), who chairs the North Carolina House Judiciary Subcommittee C, downplayed the impact the bill might have, but that committee member Rep. Annie Mobley (D) worried it might penalize women for wearing “questionable fashions."

Rep. Tim Moore, (R), on the other hand, said to WRAL, “You know what they say –- duct tape fixes everything."

Well ya know its the firm breast exposed that ends up being the golf ball in a sock down the road. Usually is the same mentality and the same people,  young then old, the brain is the same but the hardware has been around awhile tho. LOL

I spent a day at a resort called Hedonism (and a day was far more then enough).  There were people there older then my parents doing things that I had never even imagined.

ROFL!! what did you expect with a place called "Hedonism"!! You are too funny, Amanda.

While "beauty is in the eye of the beholder", I think we'll all agree that whatever flab, cellulite, rolls and bags we have are much more attractive (and less noticeable) when covered up......... How about Glass' "golf ball in a sock"???
You guys crack me up.
I keep trying to put out a lecture about Hollywood standards of beauty and so on, but honestly none of it rings true. Better just to stay covered at some point.

Just your description is leaving an image on my mind that I wish I didn't have...lol.

Years ago I went to Jamaica...wonderful wonderful country.  I spent a day at a resort called Hedonism (and a day was far more then enough).  There were people there older then my parents doing things that I had never even imagined.  Maybe I am just too conservative personally, but let's just say I have less then zero desire to ever see anything like that again.  Not sure what possessed me to visit Hedonism...curiousity I guess.  But it is an experience I could have lived without thank you very much.  When it comes to displaying my own body and seeing that of others, I guess I am a bit of a prude.

That bending over in front of me almost sent me into having shock waves. It truly did imprint itself on my mind, and those of my grandchildren.

I just got done watching a story about the swimsuit edition in sports illistrated. They may as well be naked, but I think EVERYONE looks better in clothes personally. I cannot imagine what one has to do to their body to fit into that nothingness and frankly those thoughts alone is enuff to keep me covered. LOL

I live very near the beach and it is the tourists that seem to be provocative. We had an old man and woman that came out of the water, and the woman took her suit off and walked to the water and rinsed the sand out of it. That bending over in front of me almost sent me into having shock waves. It truly did imprint itself on my mind, and those of my grandchildren. And we are just a little community beach, all the wild stuff happens on the other coast, so they say. lol

Basically, Gene is saying, "If you got it, flaunt it"

LoL rivll, actually I was just throwing one out there for Teko since she has come up with the 12' penis and the eating testicles stories.
Too many people who shouldn't be wearing speedos, bikinis, or walking around butt naked so we have to have some kind of law or we will all loose our appetites and be mentally scarred like my wife and I after seeing our neighbor in a speedo, or adgal's neighbor in the tighty whitey's.

"Okay, we are talking about two different things here. Basically, Gene is saying, "If you got it, flaunt it" Teko is agreeing and says if you are fat or wrinkled cover up...so is it a matter of aesthetics or modesty? "

Count me in! There is a big difference in Firm Breasts and a Golf Ball in a Sock. Some things are better left covered up.

Nudity?  Bah... some/most of it isn't anything I care to see.  We were born naked, then again it doesn't make it right to run around naked.  With that said, I am not a big fan of public displays of affection.....  Holding hands and little pecks are okay, but groping and soft porn antics are meant for the bedroom or Motel 6.

Sm seems to be sticking with modesty, brice seems noncommittal, we all know glass doesn't like those old fat naked guys in S.F., It seems he is more about beauty.
I have a very beautiful young relative who exposes much of her stunning body and I cringe when I see her. So I think I am with SM on this, nudity can be beautiful but it doesn't need to be shared with every tom, **** and harry.
I do take issue with breasts being a "sexual organ". While they may be part of sexual foreplay they are hardly sex organs. I don't think nursing moms should have to worry if an nipple aerola shows from time to time, after all that is what breasts are for, primarily feeding babies.

I'm really not overly interested in seeing others private parts either, but a felony?  Seems like a bit of overkill to me, but whatever.

I would absolutely vote for a law here banning speedo's (outside of competition) and those thong bikinis though...ick. lol  And I used to have a neighbor that was fond of sitting in his backyard in tighty whities - that was not what I needed to see with my first thing in the morning cup of coffee.

Here lies these Idiots answer.
No State Law has to be passed. Local Governments can pass their own Ordinances. Here in Louisiana, each Parish has it’s own set of Ordinances. The Strip Clubs in East Baton Rouge Parish can’t expose Nipples and they have to wear at least G-Strings but, you can drive 20 minutes to East Felciana Parish and it’s Full Nudity or South to Ascension Parish and it is Topless. Needless to say, there are not very many Strip Clubs in Baton Rouge.

Another Example is Dry Counties.

speedos can give me the willies and are the same as bikini's----  many who wear them have NO business.

I've got swimmers and I guess there is some evidence of speed associated with wearing jammers.  But I'm not sure if a nip exposure is associated with much other than breast feeding and sex.

Modesty seems a think of the past.  so sad.

I agree there should be laws on nudity and mostly posted this because I guess I was jealous of the 12' penis,lol.....story!!!
Maybe there should also be a law against speedo's in public. When our 60plus year old neighbor wore his outside he had my wife and I running for cover. That has been at least 5yrs ago but we still can't get that picture out of our heads.

If you are already exposing everything BUT the nipple, I dont see what the big deal is about a little or big amount of pigmentation makes? I mean, you have really already seen it all right? I agree with laws on nudity, especially living where I do. The day I saw an old man in his bikini underwear, and the huge woman in a string bikini, I came to realize what the word obscenity stands for. Or just plain GROSS! And those of us who are older should be mandated to wear one piece suits that cover the wrinkles too. imo

Duct tape to cover nipples?  Dear God....  Go ahead and try that.  I just want to be present when anyone tries to remove duct tape from a nipple.

I am not a fan of public nudity and don't mind laws curtailing it.  Male or female. Exposure is gross.
