Hello there,
A lump on lower lip should be examined by a doctor. Mucocoeles are transparent, mucous-filled dome-shaped lesions from minor saliva glands that can become plugged. These will make bumps that look like cysts or small blisters under the lining skin. These will usually need to be removed with a minor procedure. White bumps on the inside of lower lip are Fordyce granules, which are ectopic sebaceous glands and quite normal. It also might be blocked minor salivary glands. It is best to see your doctor  and get examined. I hope it helps.
Best wishes and regards!
