These symptoms could be due to tinea corporis of fungal infection. I suggest you to consult a dermatologist and get a fungal culture and KOH examination of the skin scrapings done. Biopsy may also be needed. Once diagnosis is confirmed, topical and oral antifungals can be started.

If it has an unpleasant smell, I'm going to say that it's some sort of fungal issue.
