Erythematous (red), dry, flaky, sometimes itchy plaque on scalp could very likely be clinical manifestation of Psoriasis or Seborrhoic dermatitis. You should discuss therapy (intermittent, short-term use of corticosteroid preparations) and maintenance (regular use of medicinal shampoo and/or keratolytic agents, lifestyle changes, etc.) with your dermatologist.
There are several different types of skin cancer, plus each of them has multiple subtypes. It does not sound nor look (although picture is not clear enough) like you have skin cancer, but with each skin lesion evaluated, skin cancer has to be excluded. If there is the slightest suspicion, skin biopsy is an excellent diagnostic tool to reach for and differentiate.
