Any idea what not-itchy, raised welts are?

Hi-
My husband has quarter sized, raised welts all over this legs. They are red, do not itch, and feel like a deep welt. There are no punctures (bite marks), there is no fluid/weeping.

He says it's extremely painful to flex or move the muscles in his legs.

We do not live in a place where there are "chiggers".

Any idea what they could be or what we should do? He's had them about a week and they aren't getting better/worse.
