Blisters on skin

I have recently been experiencing white bumps on my fingers and around the chin area.  The bumps are filled with a clear liquid as if one were to have a splinter festering inside the skin.  They come and then go away for some time.  When they return, I become irritable, edgy and depressed.  I currently have them around and under my chin and on my fingers.  In another sense, they remind me of a tiny wart under the skin.
The bumps do not actually hurt or itch, but they put off an agravating, anoying feeling such as a "mean pimple"... lol

Hi

Dermatitis and eczema may present with bumps and blisters. The blisters may contain a clear fluid within them. Dishydrotic eczema is a differential here as well as herpetic sores. That is HSV type 1 infection may actually present as blisters and bumps affecting the fingers and the face. HSV type 1 may be likely as this may be transmitted to other areas of the body. They may be transmitted through direct skin to skin contact.
