Bump on arm that won't heal

Hi everyone. I am only 19 years old, but about three months ago I developed a red bump about the size of a dime on my arm (in the crease between my upper and lower arm). At first I thought it was some sort of pimple, but it has never fully healed. It is raised and hard and sometimes bleeds or scabs. It is pink and scar-colored. I know it is nearly impossible for me to have skin cancer at my young age and I know that the arm is an unusual place for this to occur as well, but what else could it be? I would really appreciate your input. Thank you!
