Bumps at the base of the penis

Hope you can help.  I noticed this about 3 months ago now and was not really all that concerned with it but just recently i have noticed a growth in size i am pretty sure it is not an STD.  Basically i have six or so spot looking things near the base of the penis, they're red and a few look as they have white bits in the center,  a few have hairs coming from them and the rest do not.  They do not hurt as such but when i touch them or interfere with them at all then i get more of a small sore feeling nothing major tho.  They are all bundeled together in a group of about 1.5 cm's it is raised in the center of them all not too sure if this is because they are all together or if its because that is a large one in the middle.  
In about an inch radius of the gathering i probably have another 6 or so but very very small.  I do shave my pubic hairs not too sure if this will have any significants to the problem.  When i press down on them they feel very hard, grissle like.  They look very much like warty zits/spots.  I will get them checked also but wanted advise before hand, i live in a foreign country and is very difficult to get hospital appointments so any help is very much appreciated.

From your description I would guess that these are blocked follicles rather than warts. but you will have to see a doctor in person to be sure.  Meantime, avoid as much as possible any rubbing or trauma to the bumps, so the doctor will be able to tell for sure.

Also how do they come about? And how can i prevent them?

I think I have these same bumps because they are all at the base of hair. How long till they go away or how can i make them go away?
