Bumps in pubic region and scrotum

Hello,

I've recently developed small bumps in my pubic area, where the penis meets the pubic hair, and on my scrotum.  They look like tiny pimples, usually flesh or slightly white in color.  I can scrape off the top of the bumps with a fingernail, and they'll immediately bleed.  Within a day or two, they'll pop back up.  The ones located in the pubic area appear to be in a cluster of four; the ones on the scrotum are randomly scattered.  In total, there are less than 10, and all are smaller than most pimples.  I've been having monogamous sex with the same person for 8 months.  I'm wondering what the bumps are and how I go about getting rid of them.  Please see the attached photo for a picture of the four bumps near the penile shaft.
