Cluster of skin colored bumps on lips inside mouth

I noticed a couple of days ago a tiny cluster of skin colored bumps on my lips. The are not visible by looking at me or even when I am speaking. They are inside the mouth but still on my lips if that makes any sense. However, if I make a fish face or push my lips forward/out you can see them. I can feel them with my tongue. I don't know what they are. I was tested for STD two months ago and am negative for everything. I have HSV-1 but have had it ever since I was a child. I don't know if it's related. There is no puss, I have no cold sores and they don't hurt. I keep pushing my lips out and getting freaked out when I see them. Any idea what they could be?
