Cyst or infection on shaft of penis?

2 days ago I had a small zit/pimple like bump on the rim of my penis on my circumcision scar.  It was originally very small and non-painful.  After masterbating (masturbating) I noticed it had popped and had discharged.  The next day it was very red, and also very painful to the touch.  It does not appear like a blister or rough skin like herpes or warts.  I think it is just an infected folicle or gland, but I am not sure.  I have had a cebaceous cyst on my chest before and I am familiar with those, but my understanding is that is an infected hair follicle.  This area of my penis has no hair so I don't think it is a hair follicle issue.  Can it be some type of epidermal or cebaceous cyst even though there is no hair follicle there?

I cannot confirm anything without examination,but it sounds like boil. A boil, also referred to as a skin abscess, is a localized infection deep in the skin. A boil generally starts as a reddened, tender area. Over time, the area becomes firm and hard. Eventually, the center of the abscess softens and becomes filled with pus.

Pls keep the area clean and apply some warm compresses. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful.In case the symptoms persist then oral antibiotics may be needed.
