It can be due to cysts, boils, acne or herpes sores. In herpes, Pain, burning, tingling, or itching occurs at the infection site before the sores appear. Then clusters of blisters erupt which break down and scab over. So although it does not look like herpes but still this possibility needs to be ruled out.
