Red spots and peeling of the skin of glans with very little itching

I have noticed some red spots on my glans. Initially there was pain but now the pain is not there.There is very negligible itching.But now the skin of the glans started peeling and became wrinkled.There is also a white sticky discharge under the foreskin. I met a dermatologist,he told me it's herpes progenitalis and prescribed me antiviral cream and tablets. But my ELISA test for HIV and RPR test both is negative .I have not been in a sexual contact from over 2 years. I am confused whether it is candidiasis balanitis or herpes . What it could be?
