Getting lots of brown dots/spots all over body

Hello Doctor and community members:

I'm a 30 year old caucasian male with very little sun exposure. I've been getting a lot of little brown dots all over my body, but mainly on my arms, shoulders, back, and legs. I even have some of these spots on bodyparts that never get exposed to the sun.These spots are light brown/orange. One dermatologist told me they were age spots, another dermatologist told me they were moles, and another dermatologist told me I had dermatitis. My homeopathic doctor told me it was a skin infection and it would clear up within approx 6 months. I have approx 75 - 100 of these small spots on my skin and it started 5 months ago and I'm getting new ones each week. Any ideas what this could be and does it sound like this could be a permanent condition? It seems to involve only the top layer or first 2 layers of the skin. Many thanks in advance!
