HPV Question

(IMAGE IN PROFILE) At one point I saw a doctor who suspected I had a wart growth on my penis.  But this was not my doctor and it was while I was abroad.  I have already seen my GP and a dermatologist back in the states about the small growths on my penis.  The GP felt they were skin tags.  In the Dermatologist’s opinion he also thought they were just skin tags and that they didn’t look anything like HPV.  He used liquid nitrogen to freeze them off.  But now its been a few months and the bumps are still there.  They were not removed at all by the treatment and they are brown in color now (from the freezing I assume).  I just cannot seem to shake the fact that this is HPV, mental issues I guess.  In my opinion they do not look like HPV, and when I first noticed the bumps it was at least a year or more since my recent sexual activity.  Another thing I noticed is that they are all along the wrinkley skin part of the penis (between the glans and the circumcision line).  As far as my history: have had unprotected manual and oral sex, no unprotected vaginal sex, several skin tags and mole type growths all over the rest of my body.  Should I just forget about this and move on???  P.S.  If you haven’t noticed I am overly paranoid about medical issues, especially in that area.  There is a pic that is in my profile for you to see.  It may be a little blurry though (sorry...I couldnt get a better focus)

The photos are too blurry to help.  The location you describe is not a common one for warts.  To get as much certainty as possible, you should consider seeing a skin doctor, who can do a skin biopsy if there's any doubt, or reassure you if there isn't.
