sudden apperance of brown spots that itch uncontrolably

This might be a bit long but please stay with me while I explain.

About 20 or so years ago my husband was bitten by a dog on his calf. He has a scar on the front of his calf about the size of a nickle. The skin where the scar is has always looked dried out & at some spots even flaky. We have always rubbed lotion on it to keep it from drying out. About 7 or 8 months ago the scar suddenly went away, you couldn't even tell where it was. It was the strangest thing. It stayed gone for about a month then it came back. When it came back one side of the scar had like a red line around it and my husband said it itched something terrible. We were outside a lot at the time so we thought it was some sort of a bite or even poison ivy or oak. We tried all the lotions for those & they relieved the itching for a while. Then  a bigger area around the scar started itching.
Over the past few months what ever this is has spread over his entire body (except his back but he is starting to get some itching there now as well)  and is now starting to get on his face.  I don't know if you want to say he has a rash, at least one that you can see. He has some extremely tiny pin head sized bumps *flesh colored not red or anything) and a lot of freckle looking marks all over his body that were not there before.  None of the bumps or freckles seem to be filled with any fluid.
We have been unable to see a doctor or dermatologist because he was unemployed & we had no medical insurance. He has since found a job and we are waiting for insurance to kick in so he can go see someone.
In the mean time we have tried all kinds of over the counter lotions, none of which seemed to work. My Mother in law suggested we try Psoriasin Gel and that  helped for a while. Now he is using Dermarest Psorasis  which helps for most of the day but as soon as he comes home from work he is in the shower then applying more of the Dermarest. The itching is so bad he wants to crawl out of his skin and I feel so helpless because I am at a loss. We have done web search after web search with no luck in finding any clue as to what this might be.

It does not seem to be contagious because I have not had any itching or spots.   I will try to get a few pictures of the skin & scar when he gets home & post them if you think that will help. However in the mean time any information you can give or suggestions you can make would be greatly appreciated.

Thank you for responding, however I think you have misread my post. The rash has not been present for 20 years. About 20 yrs ago my husband was bit by a dog & a scar formed, so he has had a scar for 20 years, not a rash. However the rash seems to of originated from that scar. The rash appeared a few months ago.

The rash had been present for 20 long years, so the possibilities of chronic rash like eczema, psoriasis or atopic dermatitis need to be ruled out. Psoriasis is a non-contagious disorder which affects the skin and joints. It commonly causes red scaly patches to appear on the skin. It can be treated but it commonly has recurrences also. So a regular treatment is required for this.

To confirm the diagnosis, I suggest you to get an evaluation done from a dermatologist. I hope it helps. Take care and regards.

UPDATE on above post

I just spoke with my husband & got some more info from him.
He said that he has had 2 of the bumps that actually were full of a clear liquid & they popped, but only the 2.

Also he said at one time a few months back when the scar on his leg was itching so bad & he had tried various things he began to think it might be some sort of a fungal infection (because of the red mark in the scar) so he was putting on an over the counter fungal cream. A friend had told him that if he had any type of steroid cream to mix it with the fungal cream and apply that. We did happen to have some prescription steroid cream (but it was old) that he found in the cabinet where we keep that type of stuff. He said he sparingly mixed that with the fungal cream & used that. It did help & stopped the itching as well. However we did not have very much steroid cream so he ran out after about 3 weeks & that is when he said it just started going wild & spreading.
