Dermatographia presents with raised skin ,rash and even itching that may be brought about by "rubbing from your clothes or bedsheets may irritate your skin. Cold, heat, pressure, sunlight and emotion also can trigger dermatographia symptoms."

This may not need further intervention. Dermatograpia may resolve on its own. Scratching and the itchiness may lead to complications like skin infections.
Also I have no known allergies, dust and dog dander seem to make my hands welp up though, and I have noticed that cat hair makes my arms itch mildly also.
It did welp up when I wrote with the pen after about 10 mins, and start to itch what might that mean? I have been expierencing this for about 2-3 years. For the first few months I itched all over and would take allergy pills before I went to sleep but now it is only when there is friction.

You have mentioned that welts appear on your skin when you apply pressure on it. Have you tried using the blunt tip of a pen and used it to write letters on your skin? Does your skin raise and the letters become visible? Have you experienced this?
The itchiness may be brought about by a hypersensitivity reaction to particular triggers like lotions, soap , creams and certain synthetic materials.
