I have been taking OTC allegery meds with only limited results. It's pretty frusrtrating. I had a prescription for a cream that may have helped control, but far from eliminate the problem.

If this is hives, then oral antihistamines may be able to relieve the rash and the itching. Hives are usually secondary to an allergic reaction and the triggers have to be identified in your case.
Do you have any known allergies?
If yes, then the known triggers have to be avoided. Taking oral antihistamines may need supervision since this may lead to drowsiness. Do not take when you are operating machines or when you are driving by yourself.
Another differential would be a dermatitis or sweat rash. These skin conditions usually respond to hydrocortisone.
