Penis is dry flaky and itchy. About 1 year

So, about a year ago I was told I had a yeast infection. It started out as little odd shaped bumps but they soon went away. I got tested for herpes. Negative. Doctor told me it was a sign of a yeast infection because the head of my penis was raw and flaky skin. Took medication for it, something with an f . I forget the name. But at the same time I got scabies on my hands as well. I was prescribed an insecticide that I had to put all over my body. I also placed it on my penis. Now flash to now. I have changed soaps(aveeno no dye, no frag). And whenever I put moisturizer lotion on my penis it looks like it helps. But I still see red patches. And it's goes from smooth to feeling dry on my right side of my penis and near the tip when I don't use it. It looks white and flaky as if it is constantly dry. I still have no idea what it is, and want it to go away. I have no sex life, constantly depressed and embarrassed. Please help. What do you think it could be and what should I take. (BTW the bumps are no longer there from a year before,now it just gets flaky and dry and extremely itchy.)
