How is this possible?

I have recently developed small red bumps on the shaft of my penis and on my testicles. They only itch when they come into contact with something. Thing is, as a male at age 20, although I have kissed some girls, I've never had genital to genital nor genital to mouth sexual activity. Ever. I didn't see any bugs so I doubt it's crabs. None of the pictures of jock itch seem to match. I still can't accept that it could be herpes because of the zero sex and I've never had cold sores either.
I visited a doctor who gave me some pills and cream for HSV2 and scabies respectively. But none of his questions or statements seemed straight forward so I'm not sure if he knows or not.

MEDICAL PROFESSIONAL
Hello,

It can be due to contact dermatitis, scabies, heat rash or sweat dermatitis. Avoid using any lotions and creams for the meantime.  Use a mild cleanser with moisturizing properties like Cetaphil. Also use cotton clothes and change the clothes twice if there is any increased sweating. Try keeping the skin free of sweat as far as possible. If the symptoms still persist then you can apply mild steroid like dermacort. For the itching antihistaminics like Benadryl or Claritin can be taken.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your dermatologist. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.

Fungus infections while commoner in the groin area, surprisingly does not affect the penis and scrotum that often.

But a doctor looked at it and said it looks like herpes. I don't if he's ever seen it before, but I kinda trust since I've know him for years outside the office.
Although after some more personal digging I think it may a fungal rash.
