How to get rid of scars below chestline

I used to be about 20 lbs heavier than I am now, and when I'd sit down... basically my big fat chest would hang down over my big fat belly. Over time it created this line, more noticeable on the right than the left for some reason.

I'm wondering what I should use to get rid of it. Non-perscription would be best if possible.

Also, I asked a few months back about some folliculitis scarring that had caused hyperpigmentation. The Dr. recommended hydroquinone cream. The only one I can find is perscription only. Is there a way to get hydroquinone cream without a perscription? I don't have medical insurance so I would hate to pay 100 bucks or whatever just to get a perscription for some cream that costs 6 bucks.

Anyway, thanks in advance for any assistance.

Oh, and the link to my old question about folliculitis:

MEDICAL PROFESSIONAL
Hello,
For such kind of hyperpigmentation below the chest, creams containing alpha hydroxyl acids and retin-A can be used. If the symptoms persist then Laser therapy and dermabrasion, alone or in combination can also be tried.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your dermatologist. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
