A fungal infection may be a primary differential here. It is something that we need to look into first as it is relatively common and may present similarly with your symptoms. If the symptoms persist despite medications, then a skin biopsy may help just to ascertain a diagnosis. At this point, a biopsy is not necessary . However, a skin biopsy may be something you want to discuss with your doctor so you may at least have a diagnosis in case, this does not respond to your medications.
know i have no known allergies. but everytime i go to my physcian they say its a fungal disease that cant be cured or somthin like that im going to go to another doctor and see what he or she has to say

I suggest that skin scrapings of the scale should be cultured or at least microscopically evaluated. This will help ascertain if a fungal infection is present here. It is possible though that fungal infections may coexist with dermatitic skin conditions like xeroses dermatitis and other forms of eczematous disease. This will delay resolution as both are chronic skin conditions.
Discuss this with you physician, so you may be given appropriate medications for this.

yes its very dry and scaley and some symptoms i have are just very dry skin and it irritaes me alot. this spreads all over my chest and back and neck

Fungal infections may be itchy in most cases and they also present with central scaling. Skin scrapings from the areas may be done and be microscopically evaluated. This will help ascertain the diagnosis.
Fungal infections, nummular dermatitis, postinflammatory pigmentations may be differentials for this. Do you have other associated symptoms?
