Not that I know of. I am afraid I'm not familiar with the condition you're asking me about. Perhaps a neurologist might have something to suggest. I don't know what you mean by foreskin restoration--why would putting on another foreskin increase sensitivity? Do circumcised males have less sensitivity?
I hope I won't offend you if I suggest that your sensation (or lack of it) comes from focusing on your penis and thinking a lot about it, rather than any from true sensory disorder. But again, if there is such a sensory disorder, I haven't heard of it, and would suggest that you be very skeptical about any surgical procedures to address it.
