Irritation along lip line

About 3 months ago I had a small portion of my upper lip line puff up. I felt a "crawling" sensation as it puffed. It started right next to my cupids bow of my lip. Soon after, maybe a week later, I noticed the skin right above my lip on the cupids bow is now raised as well.
Sometimes it feels irritated or kind of burning, but most times I feel nothing. But I can see it. Went to a dermatologist and he gave me protopic to put on it. It's been about 5 weeks I'm doing that and no change. I'm going back but I don't understand what this can be.

Anyone have any ideas or similar experiences?

i'm wondering if this can be a cold sore.  would/could one last that long?
no blisters. just a part of my lip line is raised.
