Itchy rash on my face and right hand?

I recently started getting a really itchy face. I have had dandruff and I do still have a bit of dandruff. When I first had it I got a dry forehead as well, I thought it was part of the dandruff. But very recently I have been getting red patches on my face (under eye area, around my mouth, cheeks, and still forehead). I started getting really concerned because everything I put on my face burns so much. A couple of months ago I bought a new facial toner and I would apply it after exfoliating my face, it would cause lots of burning after but I still continued to use it until my skin was very noticeably dry. I stopped using it along with every other facial cleanser I have. Nothing has changed. I still have very red, dry, sensitive areas on my face. I also noticed I have three small patches of dry skin on the back of my right hand. They used to be really itchy but now they just look like little goosebumps. They don't look very dry but they feel dry. As for my face, it looks dry and feels leathery. My forehead is a bit bumpy but not on this goosebumps way. The areas on my face are also slightly raised. Very very slightly but I have noticed it. There isn't any major flaking happening unless I scratch at my forehead intentionally to get the dry skin off. I'm not sure if my hand rash is connected in anyway to my facial rash but I thought I would add it for more information. I know I should go see my doctor but money is tight right now, I'm having other medical procedures done and I can't afford another doctors visit along with probably having to pay for a couple of different medications. I wish I could upload a picture but my facial rash is mostly smooth, red, slightly raised, and blotchy. My hand rash isn't red, just tiny dry bumps. Does anyone have any idea what this could be? Or any idea of which creams would help? I've been smothering my face in aloe and coconut oil.
