folliculitis

i am 18 years old and ever since puberty i have noticed the i have white little bumps on my scrotum and two rows runing up the bottom of the shaft that seperate right at the centre line of the bottom of my penis and do not come any further up the side of my shaft than 90 degrees.  the firm, almost solid. and i am able to squeeze a small amount of whtie substance out of them which take a little bit lighter shade then a pimple. i was wondering first of all what my condition was, i have seen a doctor but he dismissed it as folliculitis and i am lead to believe the it is not.  second of all i was wondering if there was any treatment for the, of any form.  it is a real self esteem issue for me.

They're cysts, and are normal anatomy.  The white stuff is dead skin cells.  If they bother you appearance-wise, they can be removed surgically without too much trouble by a dermatologist or urologist.
