Lipocytes (fat cells) are probably sebaceous, or oil glands. These are all over our bodies, but you can see them best when they occur on the red background of lip tissue. They are normal and don't mean anything.
As for the spots on your leg, I'm honestly not sure, though I doubt they're any sort of reaction to the self-tanner. Frankly, I doubt a doctor could do anything much about them anyway. Still, I think you should show them to someone next time you go for a physical exam.
