Many Spots and Some Bumps on Penis Don't Know What It Is!

I had unprotected sex with a woman who claimed before we had sex that she was disease free. Well, after unprotected oral and vaginal sex, I got flu-like symptoms 3 days later (headache, body aches, fever, etc...). I went to the dr and he prescribed me antibiotics and told me it was practically impossible to get an STD symptom so quickly. I got better for a couple of days but then I got a cold! I had a runny nose and a cough. It's been a month since the sex and I still have a dry cough. 2 weeks after my escapade, I started seeing a lot of white spots on my penis, especially at the base of the shaft. There are a few scattered on the shaft but mostly clustered on the base. I mean there were probably 75. I also started seeing small bumps on the base of the shaft, maybe 2 or 3. They are tiny and soft to touch. I had it checked out by another dr and he didn't know what they were! He gave me a cream to use, and it hasn't seemed to do much good. He said it didn't look like herpes, molluscum or genital warts and to come back in a week after using the cream. Today, I have noticed a few more tiny bumps, probably totaling 5 or 6. I think they look white, my dr calls it "discoloration." Since I have been using the cream though I haven't noticed any more bumps appearing or growing larger or additional spots. The spots and bumps have not disappeared either though. I thought it might be herpes but it's not painful at all or itchy. I thought it might be warts, but the top is not hard and they look like small round bumps and not rough warts. I don't think it's molluscum because the bumps are not inverted. Could it just be coincidence that I have these bumps? Are there any other possible things it could be? Please give me some answers, my doctors aren't doing well with that!

I'm a 36 year old black man and I just wanted some advice about the other night. I had sex with my wife and noticed red bumps around the rim of my penis head, immediately afterward. I read some of your suggestions to others about 1% hydrocortisine and used it. They starting going away before the the night was over.  It seems to be healing.I also have a dry patch on my shaft and used it there too, with the same result. I was just wondering is it a rash or is it something else.

One more thing, I have a tingling feeling after I jack-off for a couple of days and then it goes away. I have went to see a physician before and they always take a culture with no STD found. They give me doxcycline to help just in case. I have no discharge or unpleasant smell either. I'm wondering am I damaging myself when I jack-off. There is also no pain when I urinate , just a slight tingling on the pain level of 1 out of 10 scale, just enough to know its not normal. I used to do it all the time since , I was young and never had this problem before, please help.

These don't sound like warts.  Perhaps they are blocked pores, or even cysts that are normal penile anatomical structures.  If your doctors can't tell what they are, you should consult someone who can.  But since they are almost certainly nothing you need to worry or do anything about, I'd advise waiting a few weeks and seeking another opinion then, if it's still relevant.
