Missing skin

part of my finger has been missing skin as long as I remmember.I am able to see the flesh on my finger all the time.On top of that flesh a hard dry skin grows that I can peel easly. Back when a doctor was examening the problem he gave me a shot to numb it where he gave me the shot the same thing happened as the rest of my finger. My mother says that O have had this before and that doctors cured it with oral biotics. Now no one has been able to cure it I have used every type of ointment, jelly, lotion but nothing has worked. Anyone has a clue what it could be.
