Neck rash

Howdy..Developed red discoloration on my neck about 8 months ago, almost seemed like a razor/shaving rash. Now its worse, below my ears down my neck to the top of my chest, sort of following a line down each side of my adams apple. Not raised, almost like Rosacea then some small capillaries show as well, some small hives on the nape of my neck also... Could this be allergic? I live in Austin Texas and the allergies have been terrible, year around..Also seems like there's tightness under/around the rash, almost like the glands underneath are somewhat affected with some pain and itching..Any guidance would be appreciated..Thanks, Mark
