What is this orange discoloration on my neck?

I developed some orangish discoloration on my neck some time during high school and I've had it for years. It has never itched and seems completely superficial, except my beard hair appears a little less dense in that area. Pic: https://imgur.com/a/AjRtS

I forgot to mention, I already saw a dermatologist and he took a sample and tested it for fungus, results were negative. He then claimed it was acne barbae and that it would go away if I just used acne cream on it, this was years ago.
