sticky penis, tacky to touch

Hi,

My problem presented about seven or eight years ago when I noticed irregular patterns developing on the glans of my penis.  I went to my doctor and he prescribed lamisil cream.  It seemed to take care of the problem, but every eight or nine days the problem would reoccurr, usually with a burning sensation.  I was also treated with Diflucan. There were no raised areas or drainage of any kind.
About a year later, I had a circumscision to try to stop the problem.  I haven't had any fungus, etc develop on the glans since, but I have been left with stickiness on the shaft and scrotum, so much so that often my penis adheres to the scrotum.

Do you have any possible solutions to this?  I am now divorced after being married for twenty years, and this condition is making it almost impossible to move forward with an intimate relationship.
