Before doing anything drastic like laser or surgery, you might try the ointments or keeping the affected area covered for a while. Although they may take longer, they sound much less painful and expensive.
If you know that the jelqing won't put more stress on the skin or scar tissue than you've used before, it doesn't sound like there should be a problem. Just don't hurt yourself. I'm no expert on either jelqing or scars, and would just suggest researching both topics thoroughly.
Thank you for your suggestions and comments. I have recently started using (or trying to use) silicone sheeting. As you correctly guessed, it is proving a somewhat impractical treatment due to the overly mobile nature of penile skin.
Depending on whether this treatment remains viable in the long term, or indeed effectual in any way, I may look into more direct means of treatment (e.g. laser/surgical), although I am concerned as to whether this may produce yet more scarring and inflammation.
Finally would you think it unwise to undertake the aforementioned jelquing program? Although this technique of penile enlargement is ostensibly no more stressful to the penile skin than masturbation, I imagine the risk of aggravating the scar site still might be a factor.

Although I haven't heard of people using these scar treatment products on the penis, you could try. Using any sheeting product might be difficult on the penis. There are also various ointments or creams available containing silicone or whatever else is supposed to do the job.
I've spoken men whose circumcision scars were reduced following foreskin restoration, probably due to having the skin constantly covered so that the scar tissue would no longer be dry and hard. I'm not sure of exactly how scar reduction works, if the tissue breaks up due to moisture, or if there are growth factors involved - this would be a question to ask in the Dermatology forum.
