bumps all over my breasts

for about maybe a few years i have noticed these bumps on my breasts mainly around the cleevage area. i'm 111 pounds im 17
i have very very bad skin, after i wash my body face included  my skin looks fine but after an hour or so its very shiny and oily. i had in the past discharge from my nimples and they said it was from the meds. i was on respredal like 1 mg a day i think. these bumps are also in my armpits not as much as on my breast. please contact soon.

are the bumps colored? hard, soft? itchy, sore?

sometimes you can get milia in those areas. depending on the size. milia are similar to pimples in that they are plugged sebaceous glands, but they do not come to a head and should not hurt or itch. the vary from flesh colored to white or light pink.

a dermatologist can extract them(minimal discomfort, does NOT hurt) and give you a good body wash to use to prevent it from happening anymore. if that is what you have going on.
