Question about seborrheic dermatitis and Cortisone Withdrawl

I went in to see my doctor and she said it looked like i had eczema on my face.  She prescribed me a tube of 2% Hydrocortisone cream and told me only to use until the problem went away and referred me to the dermatologist.  I couldn't get an appointment with the derm until about 2 months after the doctors appointment so I was told to use the Hydro cortisone until then, but not to use it everyday for the full 2 months.  Well, I didn't listen to her and used it mostly everyday or every other day for 2 months.  After my derm visit I stopped using the Steroid cream right away.  I have been off the steroid cream for a little over a month now and I think my face might be going through withdrawl.  Currently, I am using ketconzalone cream my derm gave me which is finally starting to bring down the flaking and redness. So I have a couple questions.

1.  For the first 2 weeks after quiting the steroid cream my face was clear, no acne, and smooth.  After about 2 weeks i started to develop light acne.  I am 19 and had light acne for most of my teens.  Would my face have go through a withdrawl free period like this before it started freaking out?
2. I have read online this can take up to months to go away.  I know the recovery period changes based on individuals, but could you take a guess at how long my it will take my face to recover?

3. Would my face even be going through withdrawl as I only used steroid cream topically as opposed to taking an oral supplement?
