allergic reaction?

My daughter is almost 4 years old. About a week ago her right ear became red, itchy and swollen and we thought it might have been a bug bite. By the following afternoon it started to spread behind her ear and her lymph nodes(behind her ear) became swollen as we well. Two days into it her left ear did the same thing, the base of her neck became irritated and her scalp became itchy as well. We took her to the doctor and he is treating it as an allergic reaction. It has come down a bit with benadryl but it's still here,very itchy and it has spread to her cheeks. One week and 3 days into she isn't much better and I'm wondering if it could be something else? The doctor says it's not 5ht disease although her cheeks feel hot and she looks as if someone has slapped her. The rash appears on the back of her neck, cheeks and behind the ears but her scalp seems to be itchy as well.  
Could this be something else disguised as an allergic reaction?

Rubella can present like this but rather unlikely in the vaccinated. Pediculosis is also a differential diagnosis.
