Red dots on hand

Hello,
I have seen the picture and it can be due to contact dermatitis or due to petechiael spots. Petichiae are due to minute hemorrhage of blood below the skin. It is one of the findings in many disease condition commonest being viral infections and skin trauma.

Apply some calamine lotion on the affected area and keep the area well moisturized. Topical steroids can be applied but they are available under prescription. I suggest you to consult a dermatologist and get it evaluated.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
