Please help with skin problem

My dad (65 years) got this red spot like things. He have about 3 of then. Sizes from 5mm to 50mm. It doesn't itch or burn. These 2 on his side are smaller than the one on his leg. He had these a few years back, but no doctor could say what it was. He is using cortisone ointment at the moment with little effect.

He has diabetic type 2, but under control. He was also diagnose with pulmonary fibrosis in 2000. But only sleep nights with O2. He is doing really good.

Thanks.
